What Pinterest publishes
The help page for adding a profile cover is short. It says that if you have a Pinterest business account you can upload an image as your profile cover, that the image must be at least 800 pixels wide by 450 pixels tall, and that Pinterest recommends a horizontal image with a 16:9 aspect ratio.
The steps it gives are to click your profile picture, click the plus icon at the top right of your profile, drag and drop an image or click Browse, drag the image to crop it as needed, and click Done.

The numbers behind 16:9
The minimum is 16:9 exactly: 800 / 450 = 1.778, the same as 1600 / 900. That means an image that meets the minimum at the recommended shape also meets it at any larger size on the same shape, which is why doubling to 1600 × 900 px is a safe suggestion.
The pixel counts show how much room you gain: 800 × 450 is 360,000 pixels, 1600 × 900 is 1,440,000, four times as many. The extra pixels are what let you crop in a little and still stay above the 800 × 450 floor.
Cropping inside Pinterest
Because Pinterest lets you drag the image to crop it, you control which part is kept. A photo that is not 16:9 needs cropping or it will not fill the cover; the crop table above shows what a 4:3 phone photo, a 3:2 camera photo and a vertical clip lose when fitted to this shape.
Pinterest does not say how the profile page displays the cover on a phone compared with a computer. Keep the subject near the center of the frame if you want it to stay visible on any width.
Cover, board cover and Pin are three different images
The profile cover is a wide banner. A board cover is a separate image with its own size, and a Pin is a vertical image in the feed. Each has its own page on this site.
