YouTube monetization requirements (2026)

Updated Rules checked October 19, 2026Sources: YouTube HelpIncludes the February 2027 change

Short answer

To earn ad revenue on YouTube you need 1,000 subscribers plus either 4,000 public watch hours on long-form videos in the last 12 months or 10 million qualified Shorts views in the last 90 days. A lower tier opens fan funding and Shopping at 500 subscribers, 3 public uploads in the last 90 days, and either 3,000 watch hours or 3 million Shorts views. Meeting the numbers only lets you apply: YouTube then reviews the whole channel, typically in about a month, and for new applicants the ad tier rises to 8,000 hours or 20 million Shorts views on February 1, 2027.

Check your YPP eligibility

Only the fan funding and Shopping tier uses this.
Decimals allowed. Shorts-feed watch time does not count toward hours.
Use "Engaged views" in YouTube Analytics. Ad-campaign views do not count.
Other conditions

Highest tier reached: Not yet eligible

Best route: watch hours, 4,000 more hours (100% of the threshold still to go).

Still to do: My country is in the YPP list; 2-Step Verification is on; No active Community Guidelines strikes; I have access to advanced features; I have an AdSense for YouTube account; My content is original (not reused or templated).

Ad revenue tier (rules now): subscribers AND (hours OR Shorts views)

Engaged Shorts views, last 90 days03,000,000Not met: 3,000,000 more views

Formula: ad tier = subscribers at least the threshold AND (watch hours at least the threshold OR Shorts views at least the threshold). Fan funding and Shopping tier = subscribers 500 or more AND 3 or more public uploads in 90 days AND (3,000 hours OR 3,000,000 Shorts views). Hours and Shorts views are alternatives and are not added together. Meeting the numbers only allows you to apply; review typically takes about 1 month. Key takeaways

  • Two tiers: 500 subscribers unlocks memberships, Super Chat, Super Thanks and Shopping; 1,000 subscribers adds Watch Page ads, Shorts Feed ads and YouTube Premium revenue.
  • Watch hours and Shorts views are two separate routes. Hours from Shorts in the Shorts Feed never count toward the 4,000 hours, and YouTube does not say the two routes can be added together.
  • You also need a YPP country, 2-Step Verification, no active Community Guidelines strikes, advanced features access and one AdSense for YouTube account.
  • From February 1, 2027, new applicants need 8,000 hours or 20 million Shorts views for ads. Channels already in YPP keep their status, and the 500-subscriber tier does not change.
  • Clip, compilation and reaction channels are judged under the reused content policy: permission from the original creator does not make a clip monetizable, your added commentary or editing does.
  • Rejected? You can appeal within 21 days, or re-apply after 30 days (90 days after a second rejection).

What are the YouTube Partner Program requirements in 2026?

YouTube runs one program, the YouTube Partner Program (YPP), with two entry levels. The lower level gives early access to fan funding and Shopping. The higher level is the one most people mean by "monetized": it adds a share of ad and YouTube Premium revenue. Here are the numbers as YouTube states them on its Help pages, checked October 19, 2026.

In each tier you need the subscriber count and one of the two routes, not both. The country counts are our own count of the two lists YouTube publishes; see the country section below.

What else do you need besides subscribers and watch hours?

The numbers make you eligible to apply. YouTube lists these conditions for joining as well:

  • Follow the YouTube channel monetization policies, which include the Community Guidelines, Terms of Service, copyright rules and AdSense program policies.
  • Live in a country or region where YPP is available (the lower tier has its own, shorter list).
  • Have no active Community Guidelines strikes. You can apply once they expire or after a successful appeal.
  • Turn on 2-Step Verification for the Google Account that owns the channel.
  • Have advanced features access on YouTube. Established channels usually get it from channel history; otherwise you can unlock it by verifying your identity with an ID or a video (a phone number alone unlocks only intermediate features).
  • Have one active AdSense for YouTube account linked to the channel, or create one inside YouTube Studio while applying. YouTube says to create a new one only from YouTube Studio.
  • For ad revenue, be at least 18 years old or have a legal guardian over 18 who handles payments through AdSense for YouTube. Memberships, Super Chat and Super Thanks require you to be 18 or older.

There is no minimum video length to join. Length matters later: YouTube Help describes mid-roll ad breaks for videos 8 minutes or longer.

What changes on February 1, 2027?

YouTube announced on its Help Center that YPP terms change on February 1, 2027, and every partner must accept the updated terms in YouTube Studio by January 31, 2027 to keep earning from those features. Not accepting does not remove you from YPP, but you stop earning from the modules you did not accept until you accept them.

  • New applicants to the ad revenue tier need 8,000 qualified watch hours in the last 365 days or 20 million qualified Shorts views in the last 90 days, still with 1,000 subscribers. Channels already in YPP are not affected.
  • The 500-subscriber tier for fan funding, Shopping and YouTube Creator Partnerships stays at 3,000 hours or 3 million Shorts views.
  • To earn from the Shorts Creator Pool in a given month, a channel must hold 10 million qualified Shorts views over the last 90 days. Missing it does not remove you from YPP or affect long-form earnings.
  • A channel counts as active with 1,000 watch hours in 365 days, or 1 million Shorts views in 90 days, or 2 long-form videos or 5 Shorts uploaded every 90 days. Channels that drop below get a 90-day window to recover.
  • Shorts ads targeted at a group of five or fewer channels pay those creators a direct 45% revenue share, on top of the Creator Pool.
  • Premium Lite expands to every country with Premium. Creators share a pool of 60% of net Premium Lite revenue.

Practical reading: if you are close to 4,000 hours or 10 million Shorts views, finishing and applying before February 1, 2027 is likely to matter, because YouTube says existing partners keep their status. YouTube does not say how an application that is still under review on that date is treated; that point is not confirmed.

What counts as a qualified watch hour or Shorts view?

Only public activity counts. YouTube excludes the following from the thresholds:

Watch hours that do not count

  • Private, unlisted or deleted videos
  • Views from ad campaigns (organic follow-on views after a promotion do count)
  • YouTube Shorts, including watch time on Shorts in the Shorts Feed
  • Live streams that are unlisted, deleted or not kept as a video on demand

Shorts views that do not count

  • Private, unlisted or deleted Shorts
  • Views from ad campaigns
  • Image posts that appear in the Shorts Feed

Since March 31, 2025, the public Shorts view counter counts every start of a Short. YouTube says eligibility and earnings still use "Engaged views", the older metric now shown under that name in YouTube Analytics. Use engaged views, not the headline view count, when you check the Shorts route.

Deleting or making videos private after you apply can affect your application. A drop in subscribers or hours while you wait does not.

How does Shorts monetization differ from long-form ad revenue?

Long-form videos earn from ads shown on and around that video on the Watch Page, once you accept the Watch Page Monetization Module. The revenue share for long-form is set in that module; it is widely quoted as 55%, but the YouTube Help pages we checked do not state the figure, so treat it as not confirmed here.

Shorts work differently because ads run between Shorts, not inside one. YouTube pools Shorts Feed ad revenue each month per country, takes out a music licensing share for Shorts that use tracks from its music partners, and splits the remaining Creator Pool by each monetizing creator's share of engaged views. You keep 45% of your allocation whether or not you used music.

YouTube's own worked example (YouTube Shorts monetization policies)
StepFigure in YouTube's example
Engaged Shorts views in Country A100 million
Creator Pool after music licensing$90,000 (with $10,000 to music licensing)
Your Short's engaged views1 million, so 1% of the pool: $900
Your 45% share$405

Shorts earn only from the day you accept the Shorts Monetization Module; earlier views are not paid. Since October 15, 2024, vertical or square videos up to 3 minutes count as Shorts, and a Short over one minute with an active Content ID claim is blocked and cannot earn.

To estimate what either format could pay, use our YouTube earnings calculator, and our CPM calculator to see how ad rates turn into revenue.

Can clip, compilation and repurposing channels get monetized?

Yes, if viewers can see a meaningful difference between the source and your video. YouTube's reused content policy covers channels that repurpose content from YouTube or elsewhere "without adding significant original commentary, substantive modifications, or educational or entertainment value". It applies to the channel as a whole, so a handful of bare reuploads can cost monetization on the entire channel. It is separate from copyright: permission from the original creator or no Content ID claims does not make a clip eligible.

YouTube lists as allowed

  • Clips used for a critical review
  • Reaction videos where you comment on the original
  • Edited footage from other creators where you add a storyline and commentary
  • Sports replays where you explain what the competitor did
  • Reused footage where you are visible or explain what you added
  • Edits with audio and visual effects that show substantive editing unique to your channel

YouTube lists as not allowed

  • Clips of a show edited together with little or no narrative
  • Short videos compiled from other social media sites
  • Content uploaded many times by other creators
  • Promotion of other people's content, even with permission
  • Mostly non-verbal reactions without added voice commentary
  • Songs only sped up or pitch-shifted

The second policy that catches automated channels is "generic or repetitive content". YouTube renamed its repetitious content policy to "inauthentic content" on July 15, 2025, to cover mass-produced videos, and the current Help page lists template-made videos, image slideshows or scrolling text with little narrative, and AI-generated content made from generic templates without the creator's own insight. Using AI is allowed when the result shows your creative vision, for example AI help with a script or a background visual. Channels where an AI persona gives health, legal, financial or political advice cannot monetize.

What this means for podcast and stream clippers: clip your own long-form content, or add your face, voice, commentary or a clear edit on top of anyone else's. Reviewers look at your main theme, most viewed and newest videos, the videos with the most watch time, titles, thumbnails, descriptions and the About section, so make the original contribution obvious in those places.

How do you apply for the YouTube Partner Program?

You can apply on a computer or in the YouTube Studio app. The steps YouTube documents:

  1. Sign in to YouTube Studio.
  2. Open Earn in the left menu. If you are not eligible yet, select Get notified to get an email when you are.
  3. Select Apply Now, then Start to review and accept the base terms.
  4. Select Start to set up an AdSense for YouTube account or link an existing active one.
  5. Wait for In Progress to appear under the Get Reviewed step. That means your application is in the review queue.
  6. After approval, accept the modules you want in Earn: Watch Page Monetization, Shorts Monetization and the Commerce Product Module for fan funding and Shopping.

Your channel is reviewed only after both the terms and the AdSense step are complete.

How long does the YPP review take?

YouTube says a decision comes "typically in about 1 month" after you accept the terms and link AdSense. Applications are handled in the order received, and it can take longer when volumes are high, systems have issues, or several reviewers disagree and the channel gets more than one review. Automated systems and human reviewers look at the channel as a whole. You can follow the status in the Earn section of YouTube Studio.

Faster review times you may read about on forums are anecdotes, not something YouTube states.

Why do channels get rejected, and how do you fix it?

A rejection means reviewers found that "a significant portion" of the channel does not meet YouTube's policies. The rejection email names the policy. For channels that clear the numbers, the usual causes are the policies above: reused content, generic or repetitive content, and Community Guidelines problems in titles, thumbnails or descriptions.

  1. Read the rejection email and note the exact policy named.
  2. Review your videos, titles, descriptions, thumbnails and tags against the channel monetization policies and Community Guidelines, starting with your most viewed and newest videos.
  3. Edit, make private or delete the videos that break the policy. Private and deleted videos also stop counting toward the thresholds, so check that you still qualify.
  4. If you think the decision is wrong, appeal within 21 days. YouTube allows an appeal regardless of how many times you have applied.
  5. Otherwise keep uploading original content and re-apply after 30 days, or 90 days if this was not your first rejection or you already re-applied.

YouTube says fixing the channel does not guarantee approval; the next review looks at the whole channel again and also takes about a month.

What changes after you are accepted?

  • You choose how to earn by accepting contract modules in Earn. Each feature has its own rules, and some are unavailable in some countries.
  • You get access to YouTube Creator Support.
  • Dropping below the thresholds later does not remove you. Inactivity can: YouTube may turn off monetization for channels with no uploads or posts for 6 months or more, and new activity rules apply from February 1, 2027.
  • Current members are not removed for receiving a Community Guidelines strike, but breaking the monetization policies removes monetization regardless of size.
  • Individual videos can still get limited or no ads if they do not meet the advertiser-friendly content guidelines.
  • If you are suspended from YPP, you can appeal within 21 days or re-apply after 90 days.
  • Ads you saw before joining did not pay you. YouTube can show ads on any video, but only partners in the ad tier share the revenue.

Which countries can join YPP, and which get only the ad tier?

YouTube publishes two country lists. On October 19, 2026 the main YPP list had 138 countries and regions and the list for the 500-subscriber tier had 99. We compared them: 40 places on the main list are not on the lower-tier list, so creators there can join only once they reach the 1,000-subscriber thresholds. Belarus appears on the lower-tier list but not on the main list; we report that as YouTube publishes it.

Questions people ask

What is the YouTube Partner Program?

The YouTube Partner Program (YPP) is how creators earn money on YouTube. Joining gives access to monetization features, Creator Support and, at the 1,000-subscriber level, a share of ad and YouTube Premium revenue. "YouTube monetization" and "monetisation" both refer to it.

What are the YouTube monetization requirements for Shorts?

For ad revenue: 1,000 subscribers and 10 million qualified Shorts views in the last 90 days (20 million for new applicants from February 1, 2027). For fan funding and Shopping: 500 subscribers, 3 public uploads in 90 days and 3 million qualified Shorts views in 90 days. YouTube counts engaged views, not every play.

Do Shorts watch hours count toward the 4,000 hours?

No. YouTube says watch hours from Shorts in the Shorts Feed do not count toward the watch hour threshold. Shorts have their own route measured in views.

Can I combine watch hours and Shorts views to qualify?

YouTube presents them as two alternative routes and does not describe combining them. Plan to complete one route in full; treat combining as not possible unless YouTube says otherwise.

How long does the YPP review take?

Typically about 1 month, according to YouTube, and longer when application volumes are high or several reviewers look at the channel.

How do I check my YouTube monetization eligibility?

Open Earn in YouTube Studio, which shows your progress and lets you get notified. Our checker above shows which tier your numbers reach and exactly what is missing, under the rules in force now and from February 1, 2027.

Do live streams count toward watch hours?

Public live streams count when they are kept as a video on demand. Unlisted, deleted or not-archived streams do not count.

Is there a minimum video length to get monetized?

YouTube lists no minimum length to join YPP. Mid-roll ad breaks are available on videos 8 minutes or longer.

Can I get monetized with AI-generated videos?

Yes, if the videos show your own creative vision and add value. YouTube does not monetize AI content made from generic templates that looks mass-produced, or AI personas giving health, legal, financial or political advice.

Will promoting my videos with ads help me reach the thresholds?

Views from ad campaigns do not count. Only organic follow-on views, when someone keeps watching after seeing your promotion, count toward YPP eligibility.

Does being monetized help my videos rank in search?

No. YouTube says monetization status is not used to decide how videos show up on YouTube.
